It may not adapt to the user's local time, if that user has not set their local time in their user profile. (They may well have left it on "default" time, which for sake of argument might well be UTC/GMT.
I know of at least one extension (Advanced Module Manager - Regular Labs) which has the options for scheduling show/hide of modules by date/time, and it makes it clear the date/time specified is based on the server's location, not the user's local time.
I'm just guessing and assuming the above is at least one explanation why it is not working as you would be expecting.
